Guangdong’s new individual yacht travel scheme puts Zhuhai within reach of Hong Kong owners, and StellarPM is ready to deliver the refit
StellarPM is delighted to announce that it is now accepting Hong Kong and Macao-registered yachts for complete refits at its base in Zhuhai, following the opening of the Guangdong-Hong Kong-Macao individual yacht travel scheme.
China’s State Council has approved exempting Hong Kong and Macao yachts from the guarantee requirement when they enter and leave the mainland through designated ports in nine cities and sail only within them. Those cities are Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing. The guarantee had been as much as 40 per cent of a vessel’s value, long the main practical barrier for owners considering mainland yard work. The scheme began operating in June, and early take-up has been encouraging: the Zhuhai Yacht Association reported that 38 Hong Kong and Macao yachts had obtained temporary ship nationality certificates by mid-July, 20 of them to visit Zhuhai. For StellarPM whose Pingsha District factory already produces superyacht interiors and components, this opens the door to something the company has until now only been able to do remotely: taking a yacht in for a complete refit in China. With more than 25 years in refit, new construction and yard management, StellarPM can now coordinate the whole project in one place, from design and engineering to interiors, metalwork, procurement and skilled labour, with yard facilities arranged locally to suit the vessel.
Every project is run on StellarPM’s proprietary web-based project-control system, built on Earned Value Management. It tracks hours and costs in detail against agreed baseline schedules and budgets, and gives Owners, Captains and Yacht Managers a live view of drawings, photographs, critical data timings costings and progress throughout the refit.
StellarPM has worked directly with Zhuhai officials to prepare for the arrival of the first yachts and will continue to work with the local authorities as the framework for commercial refit work develops with Guangdong stating that it intends to pursue facilitation measures covering the sailing, berthing, repair and maintenance of Hong Kong and Macao yachts in mainland Greater Bay Area cities.
“This is a real opportunity for Guangdong’s marine industry, bringing skilled work and prestige projects to the Pearl River Delta that simply weren’t possible before,” says Chris Holmes, Principal and Founder of StellarPM. “Hong Kong owners can now bring their yachts to us, and we have the people, the factory and the experience to deliver a full refit to the highest international standards.”
